No, that is saying if they would have been laid off due to no cause of their own they can quit and still be qualified for unemployment. ie, laid off or fired without cause. Your husband was going to be fired for breaking company policy, a cause of his own and fired for cause. Quitting doesn't change that. You can never voluntarily leave a job unless it was a hostile work environment and collect unemployment. He does not qualify for unemployment.
