How to solve a GTA San Andreas problem?

I have a 100% saved file of Gta San Andreas in which I am unable to enter a building in 'Juniper Hollow' named ''y Pleasure Domes'' which is situated under a Contruction Bridge in the Beach.I have got the information of this building from the Map in www.gtasanandreas.net website. But there is no point of entry at the door of this building.I have also tried in new file [Without 100%] also but unable to enter the building but according to official site of GTA SA the building is 100% enterable .If it is a bug please help out .
