How can I help someone laying in a hospital hooked up to machines with no will or power of attorney?

My 57 year old cousin is laying in a hospital near Philadelphia, PA in a semi-vegetative state. He has no will, no health care directive, no power-of-attorney, no family, NOTHING. He can't speak and is totally unresponsive. The doctors are calling me in Florida to get permission to do certain medical procedures. I can not afford to fly to Philly and hire a lawyer. My hands are tied but I feel terrible about my cousin who was in reasonable good health (so it seemed) two months ago. If you have any suggestions, I would greatly appreciate it. Thank you.
