Outlook 2003 deleted items query?

Why is it that when i delete items from my inbox and my sent box, then delete them from my deleted items box, that they do not appear in my recover deleted items box? this only happens with emails to certain people and not every single email. is there a way that you can make these emails go somewhere else or something like that? i don't understand!
